I uploaded it to the folder at https://vaccsi.org /Charter and included the comments into the v3

version (attached and https://cloud.eid.as/index.php/s/BZN2PXFmxM2Q8yi ). My hope is that

we will be able to discuss the comments, gather last input and reach a remote consent via the

mailing list afterwards.

sorry I didnt make the call - 2am to 4am is a bit tough for me here in Australia

I've modified the charter document for your consideration

It confused IP with licensing so Ive separated those concerns
Added a proposed simple governance model
Significantly changed the scope - as written it didnt seem say anything beyond "lets have a talk fest"

Just my suggestions - for your consideration.
